“I am not a computer geek, but I have a few questions: -Will this run Adobe Photoshop 2020 smoothly? Or should I upgrade to 32gb ram? -Can I add HDD? If so, what kind of hard drive would be the best for this? Please explain to me in simple-ish terms.”

This PC runs All of the Adobe products with ease. I'm using Premiere, Photoshop, Audition, and After Effects. I've had 3 of the apps open with no issues. I was concerned about the RAM also but they run a lot better than my old pc. I do video editing and animation for my job and it works great. As far as adding a Hard drive I don't think it has a rack to put the 2nd hard drive. I use an external drive for my storage needs. The cost is about the same.

You would not need to upgrade anything to use Adobe Photoshop, it will run that software great. An external hard drive would be the easiest way to add more stoarge.
