One person here answered as if this issue is a Windows issue. AFAIK, it's a hardware issue as well (as the question implies). I would not trust the person who answered the question from a pure Windows perspective. They may be right, but they should clarify this is true FOR ALL TYPES OF HARDWARE and that NO MANUFACTURER KEEPS THE GRID POWERED when the grid interaction is disabled.
