“My printer has printed from a command from my iPhone, and from my iPad so I know that it can be done, but right now it doesn't seem to be able to connect to them wirelessly. Am I doing something wrong?”

Your phone, iPad, and printer all need to be on the same wireless network. Once they are on the same network, the phone and iPad will see the printer again and you will be able to print.
