“Per the HP website this model with the GTX 1060 6gb only comes with a 144hz or a 4K 60hz. If this laptop does not have the 4k then how is it not the 144hz screen? Is the software locked at 60 hz?”

This model is designed for Best Buy. It is not the same as a custom configuration from HP. Here are the specs for this model: https://support.hp.com/vn-en/document/c06084808 Looking at the build sheet it lists the screen as being: 24374-001 LCD PANEL 15.6' 1080 60Hz
