The cpu and gpu cannot be upgraded in most laptops. You can change your settings. Cyberpunk is not a bug free game fyi. Try running on medium settings. A few things you can do is install a ssd or m.2, upgrade your ram and if you have a thunderbolt port that supports egpu you can run a external gpu.
