This is probably normal. The fan will only speed up if the internal temperature gets too hot. If you are concerned, you should call HP, but it is probably running correctly. I don't often watch the fan, but I don't hear any of the fans running unless I'm doing something that requires heavy graphics processing, like high end games with high graphics settings.
