Can this monitor connect to smartphone? null

It has HDMI ports and Display Port. If your phone outputs one of those, I don't see why you couldn't.

I am sure that it can, for it can connect to any device that can put out a USB or HDMI signal (it has both types of ports). Your problem will be resolution. You will be taking a small screen and blowing it up very large. It might become very difficult to read.
