Yes, you can upgrade to any capacity as long as it's the correct form factor. It will not slow the computer but you will need to migrate the OS.

It has a placeholder for a 2.5" SATA drive, but you'll also need a connector that plugs into the motherboard for that, so it's basically useless. Mine had a Lite-On M.2 SSD model: cv8-8e128-hp, which appears to be an M.2 SATA SSD with a B+M key (two slots missing pins). I purchased a $65 Western Digital WDS500G2B0B 500GB SSD along with 2 USB to M.2 SATA B+M key adapters. I cloned the 128GB drive to the 500GB drive no problem. Now I have more storage for only $65. Try to avoid M.2 NVMe drives (M key, only 1 slot missing pins), as I believe they're not compatible since this slot can use a SATA M.2 drive. But I haven't verified NVMe compatibility yet. For this price, it probably doesn't have it. I'm not sure on the largest capacity that you can install, but at least a 500GB works. And no, it won't slow down the computer, and it may make it just a wee bit faster depending on the brand of SATA M.2 SSD you install.
