“Are the 410A toners that come with the printer new (full of toner) or used (partially empty)?”

• They are new/full if you buy new. I’m unsure if the refurbished/open box timers are new. Hope this helps

• If HP did the refurbishment they should come with setup cartridges in the box will do around 2000 pages.
