“Do I need to buy anything else to get this computer to work? I bought it as a gift for my son, and it keeps saying, “reboot and select proper boot device. Or insert boot media in select boot device and press any key.” Am I missing a part to make it work?”

Sounds like you're either missing your Opertaion System, BIOs, or the storage is either broken or corrupted. It likely came without Windows 10 installed or, less commonly, the BIOs are missing/incorrect. Personally, I would return it. They are asking for almost double what it is actually worth.
