• Both. Since it uses an internal rechargeable battery, it must be charged up to a minimum level before it will be operational again. I know because I ran the battery dead once and figured that I could use as soon as it was plugged in again. But that was not the case. I think it took about 15 minutes to be charged up sufficiently to be used again.
