• All 4k TV's have a 4k scaler(up converter) in them . However dedicated 4k upscaling chips (located in most modern blu ray players or game consoles i.e. xbox one s and ps4 pro) do a discernible amount better at up scaling.

• No You have to have 4K content coming into the TV to see 4K.
