• The legs cannot be mounted to turn in. But the 24'' TV means diagonal is 24'', not the wide. For the TV, the wide is 21.73''(551.9mm). If your surface top is 24 inches, I think it's just enough to put the TV.

• No I would have liked that too but the housing is molded to only accept the feet as shown.

• The legs are pre-fitted to go in a hole slot. One left and one right side. There are two screws to secure each leg They are not designed for modifications. There is only one way to secure the legs.
