You cannot operate both burners at max at the same time. Since this cooktop draws a maximum of 12.5 amps, (your household 120 v. circuit can deliver 15 amps max) it will share the power between the two burners. It will probably turn down one or both burners automatically if you try to use them both at the highest setting. This is why built-in electric cooktops use 240 volt, 30 amp circuits. This is why the description says that you can use one burner for "keeping food warm" while you use the other burner to cook.
