“If the power adapter is removed from the wall outlet for an operating enclosure and hard drive, will the drive be powered up by merely plugging in the power adapter, or must I toggle the power switch on the enclosure to start it up again?”

I always have toggled the switch, but just tried unplugging it and plugged it back in and it started just fine.

No, this needs power connected for use.

Yes it will power up once plugged into the outlet if already toggled on.
