• Could it? Sure, but they aren't THAT bright and it's USB powered. There are other products that would be better-suited for most deck applications I can imagine.

• For a short time in nice or at least decent weather I'd say yes but long term I don't think it would fare too well outside, there is a rubbery casing over the lights but I don't think it would stand up rough against the elements
