“Is this bright enough to light a 75 gallon aquarium? I use a 40 watt Florescent bulb now this could be a major energy savor if bright enough.”

I think it will be bright enough for your application. It comes with an in-line dimmer control, and at it's brightest setting puts out at least as much as a 40watt bulb in my opinion.
