Yes, but it will depend on the height and depth of the counter. it does glide easily to move on an carpet surface.

I would suggest putting some furniture sliders at the bottom of it to make this a little easier and safer for your floors. Especially when you start to load it up, this could get difficult quickly.

I dont think you can slide it in and out easily. Its heavy and when you fill stuff in the it gets heavier. Find a spot that you can access without sliding would be recommended.
