Sorry, there was a problem. Please try again later.I haven"t had the issue with frost but it will freeze a keg. I have mine set on 2 right now and so far so good. I've had three kegerators and never had one with the issue you're describing. I think yours might be defective. Sorry I couldn't be more help. Try defrosting it and running on 2. If that doesn't work I'd take it back.
