• No. The portable USB should've its own cable. Other wise, you might have to purchase one.

• No. This is purely for transferring files from one computer to another. So, if you're buying a new PC to replace an old and/or failing PC, you would use this cable to transfer over any files you want to keep onto the new computer. Beyond that, this cable won't really do much else.

• The is designed for connecting a computer to another computer. It has a small piece of hardware in it which contains a program for file management between two computer. Aside from that extra bit, it is a normal USB cable and can be used as such. Short answer: Yes.
