• No, there is no option for pressure. You always need at least a cup of water for it to have it pressurize.

• The pressure builds up by the time allotted I believe. I usually use the manual button to set my time for specific meats such as a pork roast with the carrots and potatoes so the steam pressure won't get the vegetables too mushy but the meat cooked.
