As far as I know, the 3-pin, 220V rectangular type pins can be plugged to the electrical outlets in Dubai. For some cell phones with 2-pin (round) type pins, if you buy an easily-found adaptor from supermarkets in Dubai, it would allow you to fit into the 3-pin plug. The adaptor only costs a few dirhams.
