- Answer As far as I know, the 3-pin, 220V rectangular type pins can be plugged to the electrical outlets in Dubai. For some cell phones with 2-pin (round) type pins, if you buy an easily-found adaptor from supermarkets in Dubai, it would allow you to fit into the 3-pin plug. The adaptor only costs a few dirhams.

- Answer I doubt it will work for a hairdryer. I'm not aware of a hairdryer that uses a USB port to power it. This is not an outlet converter, it is a USB outlet that can be plugged into various outlet types when traveling.
