I was concerned about this at first, also. It is not a real problem - the screws are almost like self drilling screws and the wood is soft so with just a little pressure you can push down on the screw and begin screwing the back down to the frame. If you use the smaller piece as a guide - by using the pre-drilled holes to attach this piece to the frame once you have done that you can line up the larger piece with the smaller piece and carefully begin to screw the screws in to the frame. You can space them out around the frame so that it is secure ( I still had more holes than screws but it was enough to secure the back and that's the key it's still just the back and not going to be seen. I did it without a power screwdriver so it's not hard just time consuming!)
