• For Europe the the plug has a separate ground at the edge of the outlet. This plug adapter does not have that ground connection.. Just like the phone chargers in the states do not have a ground plug...

• It doesnt have the third prong which grounds the connection. Not necessary for most applications and fits into most outlets.

• It means it only has two prongs. If it was grounded it would have a third prong.

• In USA the plugs have 3 prongs because one is ground. In Europe whether there is grounding or not there is typically only 2 prongs so it plugs in either way.
