Unplug any smart home devices you have like google home or echo. Then unplug your router for about 5 mins. Then plug in the smart plugs and set up one at a time. My guess is the ip address for the unit is locked in the router. Also smart speakers at this time can cause connectivity issues, so plug them in last.
