If you consider the "plastic" type material of a vehicles dashboard...then I would say yes. The mechanism acts like a "suction" cup. The unit comes with a peel-n-stick mounting disc, which the directions say can be used/stuck on a flat surface/dashboard/windshield/curved class. The directions don't specifically mention "plastic", but in my opinion, if you used the stick-n-peel mounting disc on a plastic-type material, the outcome would be similar to having used it on a vehicles dashboard material. I used the disc on my vehicles dashboard, and haven't had any problems with the mount.

Yes it will, with the included base plate. The adhesive gives a very secure bond.
