Yes, just wet the surface of the suction cup. Also comes with a one time use pad, but I didn’t need it! No residue!

It may if the texturing is mild. These usually do not in nature though. It does include a disk or pad that you can secure to the dash with 3m double sided tape included for this purpose though so you can use it on those types of surfaces. Mount the disk and then you can install and remove this repeatedly on and off of the dash pad.
