Yes, these can block out ALL noise that you do not want to hear. You must turn "Be Aware" off in the apps settings or on your earbuds per the instructions if you do not want to hear noises while listening to music or on phone calls. It also has Active Noise Cancelling. Which can block out majority of background noises while on the phone.

No, unfortunately the ANC did not work at all in the earbuds I bought.
