“Im new to all this but I wanted a sound where you can hear my music down the block, like just a full sound ... I'm exaggerating but I just want something louder than my stock... I don't need a subwoofer if I don't need one. Do these speakers provide that”

These are great speakers. Far more exact than factory speakers. HOWEVER, if you want the system to be louder you will need to purchase a power amplifier to give you the increased volume. Speakers will not effect the volume just the quality of the sound.
