I had to contact kitchenaid for this same question. Turns out there's a full manual they don't give you with the machine. I had to ask them to email it to me. It's pretty straightforward once you see how it works. The tines only go fully up or down. The entire SHELF moves up and down in three positions. To move the tines: the last tine towards the back snaps into a plastic holder-clip type thing. You just gently pull that one tine forward toward the front of the machine, and it should pop out. The whole row will then easily fall down. To move the shelf: hold the shelf with both hands and press those buttons with your thumbs. The shelf still then be able to move freely. When you let go of the buttons, it will click into place when you move it.
