I have a KitchenAid hand mixer that does not throw flour when I use it on a low speed. I have even used it on a medium setting and it did not throw flour everywhere. You will love it if you buy one. The beaters are thin and that makes a difference

Get the nine speed mixer its lowest setting is very slow.

This is a 5 speed hand mixer. It's low speed is low. When adding flour, do so starting with a small portion at a time. Add equal measures of liquids to prevent flour throwing.

the low speed is low enough. it only has two speeds- it is simple product.Sometimes simpler is better

The 7 speed and 9 speed versions have a slow start feature that helps prevent this problem by starting slow... and then getting up to speed.
Meanwhile... try using a taller bowl.
