“Most lap desks that have a mouse pad say they fit up to 17 inch laptops, but the laptop ends up overlapping the mouse pad by about an inch or two. Is the surface area on this lap desk that is not occupied by the mouse pad big enough for a 17 inch laptop?”

you could use it but it wouldn't be the most ideal.

My 15.6 inch HP Omen fits within the non-mouse area with about an inch to spare. So a 17 inch laptop might cover part of the mousepad, but less than half of it.

No. Only 15.6" Others are larger that fit 17"
