No. Fees for destination charging are set by the owner, or location where the charger is installed (most of the time it is like a flat valet fee, or you pay for parking, but nothing extra for the amount of charge). Tesla doesn't charge a user for a destination charge. The only place Tesla imposes a fee for charging is at superchargers - and you understood correctly, this does not work with any version of supercharger.
