It does, but on the same scale that Apple power adapters use power when they're plugged in and nothing is connected to them. So we're talking maybe 2 cents worth of power per year, if that. The only USB wall outlets I can think of that can be totally powered down are the NewerTech-brand outlets, since those have physical switches inside the USB ports. Even so, that's just one more part that can fail.
