“I just purchased the laptop on November 30, 2017 and the battery is not charging to 100% it only charge to 96% and stated "Not charging". Why does this new laptop not reach 100% charge?”

I said the same thing when I bought the laptop in October. It does charge to 100%. The thing is that the laptop should be turned off in order for it to be charging. I know it's weird but that's how it works.

Laptop batteries that are kept at 100% all of the time can rapidly lose their ability to maintain a charge. When the system is very close to fully charged (usually above 95%) and you plug in the power adapter, the system isn't going to charge to preserve the battery functionality. It prevents an extra charge cycle on your battery and makes it last longer.
