California has some pretty strict rules for the labelling of electronic products. The solder used to build the electronic components in this system is considered a cancer-causing element. That same solder is in every electronic appliance in your home today - TV, microwave, refrigerator etc. You need to choose for yourself if this raises to the level of concern for you.

I saw a similar notice in the lobby of a well regarded, high-end chain hotel in San Diego: "This building was constructed using materials containing chemicals known to the State of California to cause cancer . . ." etc. As a prior writer has noted, your risk of actual exposure to these chemicals is vanishingly small.

Those materials are INSIDE the computer and inside the battery, so there is ZERO risk when you use a computer in a normal way. However, the folks who recycle batteries and computers must be carefully trained so that they do not harm themselves when removing components and they must avoid putting those components into landfills where rain runoff could take chemicals into the local water supply. Some people let kids play with/take apart broken computers to learn how they are made. Bad idea. In particular, misuse or abuse of a laptop battery could expose the child to chemicals or even the risk of fire or explosions.
