Update to my previous comment about the hard reset... Before trying the battery disconnect method you should first try the much safer method of holding down the power button for 10+ seconds until the laptop turns off. If that does not work then next best bet is the battery disconnect.

If that doesn't shut your computer down properly you probably have an application that's preventing your computer from shutting down. In that case, you may have to do a hard reset which is usually not recommended ESPECIALLY if your computer is in the process of updating software or the OS. If you are not experienced with troubleshooting electronics, you should take your laptop to a computer repair shop and have them fix it. IF YOU CHOOSE TO FIX THIS YOURSELF, THERE IS A RISK TO YOUR DEVICE AND TO YOURSELF, PROCEED WITH CAUTION! If you're sure that no updates are happening, your best bet to restart the computer will be to first remove the power plug, then open the bottom of your laptop by removing all the screws and removing the bottom plate, then disconnect the battery power. Be very careful if you do this though, there is a risk of damaging your computer, and a possible risk of electric shock or battery damage. After disconnecting the battery, wait about a minute and then connect it again and try to power on your computer. The battery itself doesn't have a high enough DC voltage to electrocute you, but if you manage to short the battery power pins you could possibly damage the battery to the point of explosion, or burn yourself on the material causing the short, so be careful!.
