It sounds like you have a power configuration that is either in a low workload configuration. Check your Power Management Settings within your Legion Vantage Dashboard. Be sure you are at a Performance Mode Setting. You can also use Lenovo Q-Control to manually control fan and system performance: ( Fn + Q ) option to change the fan by undervolting the processor.
