“Will this computer allow the user to split windows into two screens simultaneously and play on-line games on one and Netflix on the other at the same time? If so will buffering be an issue?”

You can split the screen, but I'm not sure it'll be able to handle gaming and Netflix simultaneously. I've had Netflix opened in the past while playing another video or two in the background and had the apps crash on me.
