No, the fan should not run when your Intel Evo-Certified, Lenovo Yoga 7i 16, model number 82QG0000US is at idle, with no APPs running. Browsing web pages or using any other APP is increasing the system workload though. Try booting up your computer, letting the Windows 11 Operating System completely load and check for updates (should take approximately 1-minute). With your Yoga 7i 16 truly at idle, the fan should not be running. If it is, this could indicate that there are updates being downloaded and installed in the background or there are unwanted background APPs running. You can check what background programs are currently running on your Yoga 7i 16, then turn off unwanted background programs. Also, you can use Lenovo Smart Power to manually control fan and system performance: ( Fn + Q ) option to change the fan speed by undervolting the processor.
