Yes, it can be mounted to a cabinet that is not over a cooktop. However, it is 15 5/8" tall so measure your space between your counter and cabinet bottom. The typical cabinet/counter spacing would not leave you any usable counter space unless the cabinet is high like the ones over a range.

You do not necessarily have to place it above a cooktop. In essence, what you are doing when you mount it above a cooktop is freeing up counter space! It's just that the unit is designed to withstand the heat from the cooktop when installed with the appropriate required clearances....IFV
