The operative word is "slightly." Best results are achieved when the magnetic field in evenly dispersed on the bottom of the pan. If the pan is too large, heat will develop concentrated within a circle, causing a dramatic heat gradient in the bottom of the pan. This might actually damage the innerds of the pan. Slightly smaller is not likely to be as bad. I have single-egg iron pans from France. They are about 1/2 less in diameter than recommended and they work fine. In general however, I would take "slightly" seriously.
