All 4K TVs have a built-in 4K Upscaler. Currently, TV programs and cable programs are broadcast in either 720p or 1080i. 4K TVs have a native resolution of 3840 x 2160 (also referred to as 2160p) and will always play any video content they are presented with at their native resolution. When presented with a lower resolution, they will upconvert or upscale that signal to, or as close to their native resolution. The quality of the image after it is upconverted will depend on how well the upscaler performs that task.
