“does this unit have to be filled up with water what does fl mean and why does this unit shut off and I have to move it to turn back on”

• You should read the manual. "fl" means the water pan is full and needs to be drained, by moving to a spot water can be drained and unplugging the drain to drain it out. Then plugging back in and powering it up will cause it to start working again. If your unit does this often (before pan should realistically be filled up, you may have another issue.
