I don't think you can do anything to increase your apartments Wi-Fi signal or speed as you would need to purchase this device and know all the SSID passwords to connect to their system.

For optimal results, you will want any extender to be within 60% of the original signal. If you are further away, your results will vary.

During the set up, it will show you how well your placement was. It gives you a chance to move it around to see where the best placement is.
