Have you checked your Accessibility settings. If you have it set for a hard keyboard, or an external one then the trackpad won't work, but neither will the keyboard. If I were you I would check the Accessibility settings.

Are you able to use other Bluetooth mice with the iPad? I'm wondering if there is a setting in the accessibility settings that is preventing the use of an external pointing device. Also, be sure the smart connectors on both the iPad and the Folio are clean and free of any debris. If you are within the return period, it might be worth it to exchange it for another unit to see if it is something in your iPad that is preventing it from being used.
