Can this remote control 8 separate TVs? null

I have no idea. I had to have mine programmed by the Geek Squad, so that everything goes thru my Yamaha amplifier, which includes TV, CD player, & DVD player. I suppose you you could rename those as TV's.

Yes. It will control up to 10 devices. You just plug in the model number and you are good to go. It might be a problem if all 8 TVs are the same model and in the same room, though, as controlling one would control them all at once.
