“Does this remote allow for discrete power on and off codes? For example you select Watch TV and it sends the Power On code not the power toggle code”

Yes, you just have to choose it in the settings when you are setting up your equipment. And you have to make sure the remote points at the TV when you turn it on and off. Our equipment and blasters are in a closet in a different room and it works great with our TV and all those pieces of equipment.
