Yes you can just set up the cold water only.

I copied and pasted the question and answer directly from there: “Can the Neo 250 or 320 work with cold water only?” “Yes. Sorry, there was a problem. Please try again later.You do not have to hook up to the hot water line. There is a cap on the hot water intake on the 320, which you can install and will work with cold water only. That is how I have it setup and works without any problems and shoots up only cold water.

However, I am going to hook the hot up in line with the cold water line at the toilet and hide the hot water line behind the toilet. The reason is so that there is room temperature water in the winter. That toilet is on an outside wall and it would be pretty darn cold!
